Would this work in my rock tumbler for polishing step? (In place of aluminium oxide)

No, while cerium oxide does have a slight abrasive quality to it, it will not "polish" or grind rocks. You would still need something with a higher abraisve quality as the cerium would turn into more of an oil inside the tumbler.
