How do you “charge” this wheel with the pumice?

Pumice wheels aren't " charged " like cerium polishing wheels are. The pumice is made into a mud consistency and then placed onto the glass. The wheels provide friction between the pumice abrasive and the glass, but the pumice will not stay on the wheel...
